The library has a bigger budget then most people individually. Thus, they can purchase what many of us cannot. Further, what they do purchase will always be available to you.
Upkeep is an issue for old books, especially ancient ones. Even if one had the buying power to obtain one of these treasured antiques, the maintenance can be costly and difficult. Libraries are in link with services to that provide upkeep so no one else has to.

For this issue, many libraries keep photocopiers available for patron use. If such machines are not available, borrowed books can be taken to a printer elsewhere. Although, copyright laws need to be obeyed, generally, copies of small sections can be made for individual use.
Some major libraries now have stores where one can buy their used books. After a long life in library circulation, these used books are offered for permanent purchase at excitingly discounted rates. Occasionally, one can uncover some really great finds in these stores.
